Currency & Dispatch Policy Changes

Currency is now 3 landings within 60 days in a CIA airplane for single-engine airplanes. A dispatch by a CIA instructor will no longer be required on local flights. By definition "local" is CMA, OXR, SZP, SBA and VNY. CIA dispatches will still be required for cross country flights outside the local area.
